The BSA's goal is to train youth in responsible citizenship, character development, and self-reliance through participation in a wide range of outdoor activities, educational programs, and, at older age levels, career-oriented programs.

Cub Scouting is a year-round, family-oriented program designed for children. Parents, leaders, and organizations to work together to achieve the overall aims of scouting which are to develop a child's character, train them in good citizenship, and encourage them to become more fit—physically, mentally, and morally.

The Lion program introduces new scouts to the program by weaving traditional Scouting concepts of character development, leadership skills, personal fitness and citizenship into activities that are age-appropriate and fun for the children and their parents.
